... strategy during the beginning phase of Vietnam was to support the country financially but not to get combat committed as well as support the non communist leader for South Vietnam that would unite the whole country to a free government. ... The problems that Vietnam endured were past on from president to president starting with Eisenhower. Each President fearing the same thing which was the domino effect and each administration tried to create a strategic plan on how to prevent the fall of Vietnam to communism. ... thought that by sending advisors to over see and influence South Vietnam that they could change the current situation and insure that South Vietnam would not fall to communism. ... As early as 1962 it was reported that Joseph Mendel returned from Vietnam stating that “we cannot win the war with the Diem-Nhu methods, and we cannot change those methods no matter how much pressure we put on them. ... Mendenhall recommended that the US rid of Diem as well at the Ngo family if Vietnam was to win against communism.
     It is clear that the result the US was looking for was a strong non-dictatorial leader to win the election, uniting North and South Vietnam as a free country. ... If South Vietnam’s own people did not want to fall under the rule of Diem, he had no chance a winning the election or anyone’s support from the North. ... For this reason US started to search for a possible candidate to lead South Vietnam to a victory over communism yet they could not find a qualified candidate. ... The complete confusion of what was actually going on in Vietnam was caused by the fact that no one was able to decide if the South was better off with or with out Diem regime. This is where I believe the Vietnam War started to falter and the rest just continued down hill.
     I would distribute the responsibility for the lack of success in Vietnam between President Johnson and his civilian advisors, the Joint Cheifs of Staff, the U.
