Speaking your mind is a very important part of who we are as an individual and as a country. Mill believes that we need to protect our right of freedom of speech and exercise the right we are given. By practicing that right we need to speak up and open our mouths even if we are wrong. We also need to learn to take constructive criticism and be dogma about issues.
Not everyone practices their right of freedom of speech. Some people don't speak up because they are afraid that they are wrong and they don't want to be criticized and ridiculed by others. Mill states that if you don't speak up you are just as wrong as if you spoke up and said something false. Society as a whole needs to learn to speak up and defend themselves and what they believe in. They need to get over being afraid of being ridiculed if they are wrong, because no one is prefect and always right. Everyone is wrong at one point of their lives...
