It is confounding the incredible level bad governance can be taken to in developing countries especially in Nigeria. This is a country of about 140million people that became an independent nation 44 years ago. Four decades and four years after they have not been able to master the rudiments of governance.
The country runs a Presidential System of Government fashioned after the American system. It is also supposed to be federalism like the United States but there the similarities end. For the government is more unitary than federal and the presidential is more of a dictatorship than democracy For unlike what you'd expect in a Presidential system where the executive is expected to consult the legislative on key administration policies, this is not the case her. Actions are taken by the executive before turning around for rubber stamping by the legislature. Budgets that are passed by the legislature are not implemented by the executive in spite of the fact that it was the same executive that submitted the draft to the House.
The Judiciary is not exempted from this arm twisting as judges are influenced to give judgments in favour of the government. These manifests in different forms; to cover up rigging in elections, judges sitting on election tribunals dare not give judgments unfavourable to the government...
