Executive summary The Pourashava Water Supply Section (PWSS) is responsible for supply of potable water to the consumers. The unaccounted-for water is at unacceptable levels due to technical, management, attitudinal and behavioral factors. One of the key reasons for poor condition of piped water supply is the ignorance of the consumers who are integral part of the system. The relationship between the consumers and the PWSS was not based on customer concept. All these issues necessitate the undertaking of a new strategy towards improving consumer and community relations in the Pourashava alongside physical interventions in service provisions. The earlier Urban Water Supply projects did not develop any CR section to carry out customer related functions or services at any mentionable level. Moreover many PWSS is not bothered with the customer satisfaction as the market is demand driven and there exist excess demand where the supplied water quality is superior compared to other available sources.
