Truly Gifted
How far can a school go in respect to limiting a child's education? This has been a question that has been addressed for the last thirty four years. The government first recognized, formally, the gifted learners of America in 1969. Here the government gave a definition for gifted children: Gifted and talented means in accordance with the objective criteria prescribed by the commissioner, children who have outstanding intellectual ability or creative talent, the development of which requires special activities or services not ordinarily provided by local educational agencies (Karnes). This definition lasted only three years; although it wasn't changed totally it was just revised in 1972, 1978, 1988 and 1993. And in 1993 it read, "Children and youth with outstanding talent (who) perform or show the potential for performing at remarkably high levels of accomplishment when compared with others of their age, experience or environment. The children and youth (who) exhibit high performance capability in intellectual, create, and/or artistic areas, possess an unusual leadership capacity, or excel in specific academic fields. They require services or activities not ordinarily provided by the schools. Outstanding talents are present in children and youth from all cultural groups, across all economic strata, and in all areas of human endeavor" (Karnes).
